Introduction

Florida’s Turnpike Enterprise (The Enterprise), part of the Florida Department of Transportation (FDOT), is conducting a Project Development and Environment (PD&E) study for Florida’s Turnpike (SR 91) Interchange improvements at Glades Road (SR 808) in Palm Beach County.

The project will evaluate improvements to the Glades Road Interchange, including:

  • the area along the Turnpike from just south of Glades Road to just north of the existing Turnpike interchange
  • along Glades Road from Golf Course Road to Jog Road

The PD&E study is the second phase of the FDOT project development process. Each PD&E study requires the combined efforts of professional engineers, planners and scientists, to collect data, develop and evaluate alternatives, conduct studies, prepare reports and gather input from the general public, applicable agencies, and interested parties. The goal of the PD&E process is to develop the best solution which meets the transportation needs and offers the greatest benefit with the least impact.

Noise Studies are performed in the PD&E phase and the Design phase, and re-evaluated if there is a major change in design to the roadway.

Project Background

Florida’s Turnpike (SR 91) at the Glades Road Interchange is currently a six-lane (3 lanes in each direction) roadway. The entrance and exit ramps to/from Florida’s Turnpike are located on the north side of Glades Road. Glades Road is a six-lane urban roadway with designated bicycle lanes and six-foot-wide sidewalks in each direction. The posted speed limit along Glades Road is 45 MPH.

The purpose of this PD&E Study is to evaluate improvements at the Glades Road Interchange and at intersections along Glades Road from Golf Course Road to Jog Road that will:

  • enhance safety
  • increase capacity
  • improve traffic operations and travel time reliability

During the PD&E study, multiple opportunities will be scheduled for the community to provide input. The PD&E Study will include analysis of the No-Build Alternative (which would result in no improvements to the study area, if selected).

The specific project limits for the study are along:

  •  Florida’s Turnpike (SR 91) from just south of Glades Road to just north of the existing interchange
  •  Glades Road from Golf Course Road to Jog Road

Environment

The project’s potential effect on social, cultural, natural, and physical resources will be identified, along with potential mitigation measures. A State Environmental Impact Report (SEIR) is the expected level of environmental documentation for this project.

The Enterprise is at the forefront of planning for a safer, more efficient, and technologically advanced transportation system for the future. The Enterprise continually seeks opportunities to integrate emerging transportation technologies that can help reduce congestion, create mobility choices, minimize environmental impacts and improve safety. The Enterprise also recognizes that connected and automated vehicle (CAV) technologies hold unprecedented opportunities for enhancing mobility and increasing safety on our roadways.

Schedule

The Florida’s Turnpike (SR 91) at the Glades Road Interchange PD&E study began in Fall 2019. Since the beginning of the study, project activities have included data collection, traffic analysis, development of feasible alternatives, and public outreach. Opportunities for public input will continue to be provided throughout the study. Florida’s Turnpike Enterprise encourages the public to be involved throughout this study by providing comments, asking questions, and offering suggestions.
