The PD&E Study limits extend approximately one mile north and two miles south from the Bridge Road crossings over Florida’s Turnpike and under I-95. The study also includes the area between the Turnpike and I-95. The project is located within Martin County. There is one existing interchange within the project limit, the Bridge Road/I-95 interchange.
A PD&E Study is the second phase of FDOT’s Transportation Project Development Process. Key components of a PD&E Study include an evaluation of existing conditions, identification of future traffic needs, development and evaluation of project alternatives, environmental and engineering evaluations, and public and agency involvement. All findings and recommendations are documented at the end of the study. If a build alternative is selected, then the project moves forward into the design phase subject to funding availability.
A project’s purpose and need provide the basis for developing, considering, evaluating and eliminating project alternatives.
Improvements to the study area are needed to enhance safety. Between the years 2018 and 2022, there were almost 1,300 crashes along Florida’s Turnpike between Indiantown Road and Martin Highway, resulting in 294 injuries and four fatalities. There were almost 2,650 crashes along I-95 between Indiantown Road and the I-95 overpass of the Turnpike, resulting in 759 injuries and 18 fatalities. These crashes equate to an economic cost of 472 million dollars. If nothing is done, increased congestion will lead to an increase in crashes.
The conceptual plans show the alternative interchange designs and roadway cross sections along Florida’s Turnpike.
An evaluation matrix, which compares the No-build and Build Alternatives is also provided. This matrix compares a combination of both qualitative and quantitative analyses which will be used to help determine a preferred alternative.

A new interchange connecting Florida’s Turnpike to I-95 in the area of Bridge Road is anticipated to support 26,400 vehicles per day by 2050. This will reduce the crossover traffic at the Indiantown Road interchange by 15,600 vehicles per day, and the crossover traffic at the Martin Highway Interchange by 3,200 vehicles per day.
The next step of the PD&E Study is to incorporate your input from this public information meeting. After the comment period closes and your input has been considered, a decision on the preferred interchange alternative will be made. Draft PD&E Study documents will then be developed and presented at a public hearing. You will be provided an opportunity to comment on the preferred alternative at this hearing. After the hearing, the final PD&E documents will be approved. The PD&E Study is expected to be completed by the second quarter of 2025. Please note this schedule is subject to change.
