What is the Business Development Initiative (BDI)?

This program is designed to support small businesses, increase competition, lower prices, and provide increased support to meet the department’s future work program. The program may include, but is not limited to, setting aside contracts, providing preference points for the use of small businesses, waiving bond requirements, and implementing other strategies that would increase competition.

Pursuant to Section 337.027, F.S., a small business means a business with yearly average gross receipts of less than $25 million for road and bridge contracts and less than $10 million for professional and nonprofessional services contracts.   A business’ average gross receipts are determined by averaging its annual gross receipts over the last three years, including the receipts of any affiliates as defined in Section 337.165, F.S

To work on small business reserved contracts, every business must be certified by submitting a notarized, or digitally signed affidavit to the Equal Opportunity Office prior to the contract execution date. This includes all sub-contractors and sub-consultants.  Certification is valid for one year or until your firm exceeds the small business threshold, whichever is earlier.

To do business with the FDOT/Florida’s Turnpike a firm will need to be registered as a business in the State of Florida and a vendor in the MyFloridaMarketPlaceRegister

Prequalification of Rule 14-22 is not required. However, if interested in advertisement and want to submit a bid, Bidders must submit the BDI Reference sheet (Form No. 275-000-02) with the bid unless bidder is prequalified in the projects major work type, per Rule 14-22, Florida Administrative Code.  Upload the completed BDI Reference Sheet (Form No. 275-000-02) as a zip file using the File Attachment Upload folder in the AASHTOWare Project Bids application.

C. Proposal Guaranty of $500 is required for bids over $150,000 and may be in the form of a Cashier’s Check, the BDI Bid or Proposal Bond (Form No. 375-020-16), or the standard Bid or Proposal Bond form, Form No. 375-020-09).

    FAQ

    In order to become certified by the Florida Office of Supplier Diversity (OSD) as a woman, veteran, or minority-owned business enterprise, a business must meet the eligibility criteria set forth in Rule 60A-9, Florida Administrative Code. Further, the vendor must register in MyFloridaMarketPlace as a vendor, identify itself as a woman, veteran, or minority-owned business and submit supporting documentation to OSD for review.

    You may begin the registration process via the State of Florida’s Vendor Information Portal (VIP). The system will also ask about your social economic status and will prompt you to select the socio-economic categories that apply to you (woman, veteran, and/or minority). After completing the registration in VIP, review the required documentation for certification and submit to the Office of Supplier Diversity. Review the Certification Required Documents before you submit your documents.
