The Business Development Enterprise Office has the unique responsibility of assisting Florida’s small business community to actively participate in and have access to Florida’s Turnpike Enterprise’s contracting and procurement opportunities.

Small Business: How to Certify?

Small Business Certification Requirements

To participate in small business reserved contracts, your business must be certified as small business through FDOT.

What does Small Business Means?

Pursuant to Section 337.027, F.S., a small business means a business with yearly average gross receipts of less than $25 million for road and bridge contracts and less than $10 million for professional and nonprofessional services contracts. A business’ average gross receipts are determined by averaging its annual gross receipts over the last three years, including the receipts of any affiliates as defined in Section 337.165, F.S

For Professional Services

Types of the Professionals Services:

• Right of Way Services • Project Development & Environmental Studies (PD&E) • Design Build Advertisements

Prequalification is required

Professional Services: Section 287.055 (the Consultants’ Competitive Negotiation Act) and Section 337.105, Florida Statutes, require procurement of professional services by competitive negotiation. The process, as mandated by statute and Rule 14-75, Florida Administrative Code, involves a prequalification process, advertisement, and competitive selection of professional services consultants based on qualifications, followed by negotiations to establish a fair, competitive and reasonable fee for the desired services. Prequalified consultants may respond to currently advertised projects with an expanded letter of response. 
At least three firms will be shortlisted for each advertised project. The contract fee will then be negotiated with the top ranked firm.

Types of Districts Contracts:

• Bridge Repair and Rehabilitation • Landscape Maintenance • Traffic Operations Improvements

Determination of awarded vendor is based on the lowest bid received and qualification. The Department procures construction services such as roadway and bridge construction. These services are acquired in accordance with Section 337.11 Florida Statutes.

$500 guaranty required for bids over $150,000

For Design-build and design-bid-build services

Design-Build: (DB) combines into a single contract the design, and construction, for a project, all in accordance with standard Florida Department of Transportation (FDOT) criteria (if applicable), specifications (if applicable), and contract administration practices. These projects allow the contractor to participate in the design in an effort to reduce costs and expedite construction.

    In order to become certified by the Florida Office of Supplier Diversity (OSD) as a woman, veteran, or minority-owned business enterprise, a business must meet the eligibility criteria set forth in Rule 60A-9, Florida Administrative Code. Further, the vendor must register in MyFloridaMarketPlace as a vendor, identify itself as a woman, veteran, or minority-owned business and submit supporting documentation to OSD for review.

    You may begin the registration process via the State of Florida’s Vendor Information Portal (VIP). The system will also ask about your social economic status and will prompt you to select the socio-economic categories that apply to you (woman, veteran, and/or minority). After completing the registration in VIP, review the required documentation for certification and submit to the Office of Supplier Development. Review the Certification Required Documents before you submit your documents.
