Unpaid Tolls

Tolls must be paid at the time you travel through a toll lane with either cash or a prepaid account such as SunPass, E-PASS, LeeWay, or other Florida-compatible transponders. If you have a transponder with a prepaid account, your account must contain adequate funds to ensure you can pay your toll. If you do not have cash or a transponder when driving through the toll, you will be billed by TOLL-BY-PLATE. With TOLL-BY-PLATE, the registered owner of the vehicle will receive a Toll Enforcement Invoice in the mail with a $2.50 administrative charge. Failure to pay for using a toll facility in Florida may result in a referral to a collections agency or imposition of a Vehicle Registration Stop.

Cameras are placed overhead at each tolling point to capture an image of a vehicle’s license plate if an active transponder is not detected or if a toll is not paid. If a vehicle that is not equipped with SunPass or another interoperable transponder goes through a tolling location, the transaction will automatically be converted to a TOLL-BY-PLATE transaction. A Toll Enforcement Invoice for the toll(s) is then mailed to the registered owner of the vehicle, including a $2.50 administrative charge. Please note that TOLL-BY-PLATE customers generally pay a higher toll rate than SunPass customers.

If payment is not received by the due date listed on the Toll Enforcement Invoice, a second invoice will be mailed. If the owner does not pay after a second notice, the toll and administrative fee amounts may be assigned to a collection agency, which will add more fees to the balance owed. Additionally, the Florida Department of Transportation (FDOT) is authorized under Florida Statutes to request a Registration Stop on the license plate of the registered owner of the vehicle and may also issue a Uniform Traffic Citation to the vehicle’s owner.

If you believe you have received a Toll Enforcement Invoice in error, please contact the SunPass Customer Service Center at 1-888-TOLL-FLA (1-888-865-5352). If you received a toll invoice from another agency, call the phone number listed on the invoice you received.

How to Pay for Unpaid Tolls

If you have received an invoice and are a SunPass customer, log in to your account and click on the “Pay Toll Enforcement Invoice” section from the left menu. From there, you can go follow the prompts to pay your invoice.

If you have a SunPass or another Florida-compatible transponder, your prepaid account must contain adequate funds to ensure you can pay your tolls when you drive in the toll lanes. If you receive a Toll Enforcement Invoice and are a SunPass customer, one or more of the following may be occurring:

  • Your license plate or vehicle information needs to be updated.
  • There are insufficient funds available on the account.
  • The credit card on file has expired or the bank account has changed.
  • The transponder is not mounted correctly in the vehicle.
  • Your transponder is no longer working properly and needs to be replaced.

As a SunPass customer, you can pay using any of the following methods:

If you receive a Toll Enforcement Invoice, you can make a payment by mailing a check or money order made payable to FDOT or you can make a payment online at SunPass.com. Detailed instructions are listed on the invoice.

Customers who find themselves at a toll booth without cash or exact coins to pay the toll are still required to make payment.

If you arrive at a toll booth without cash, please inform the Toll Collector, and the transaction will be processed through TOLL-BY-PLATE. With TOLL-BY-PLATE, a photo is taken of a vehicle’s license plate and a Toll Enforcement Invoice is then mailed to the registered owner of the vehicle for the toll(s), plus a $2.50 administrative fee.

If you arrive at an unmanned lane without exact coins, Pay-By-Mail envelopes are provided. Follow the instructions on the envelope to pay the toll by U.S. check or money order. Payment should be made by mailing a check or money order payable to FDOT at the address specified on the envelope or to:

Please include the following information with your payment: your name, license plate number (including state), date and location of the unpaid toll(s) (if known, e.g., exit name, mile post number, direction you were traveling). Please do not send cash.

Customers Using Rental Vehicles

If you traveled through a dedicated “SunPass Only” toll lane or TOLL-BY-PLATE tolling point and were driving a rental vehicle, please contact the rental company directly. Rental agencies or their associated third-party vendors will assess the fees based on your rental agreement to collect the toll(s). For more information on specific rental car programs, please contact your local rental car agency, as each agency has separate programs and fees associated with electronic toll usage.
