Map of Florida's Turnpike and I-95 showing study area between Stuart and Jupiter, including interchanges and exit numbers.

The PD&E Study limits extend approximately two miles north and south of the Bridge Road crossings over Florida’s Turnpike and under I-95. The study also includes the area between the Turnpike and I-95. The project is located within Martin County. There is one existing interchange within the project limit, the Bridge Road/I-95 interchange.

Flowchart showing five phases of project development. Currently in Phase 2: PD&E Study. Key components are listed.

A PD&E Study is the second phase of FDOT’s Transportation Project Development Process. Key components of a PD&E Study include an evaluation of existing conditions, identification of future traffic needs, development and evaluation of project alternatives, environmental and engineering evaluations, and public and agency involvement. All findings and recommendations are documented at the end of the study. If a build alternative is selected, then the project moves forward into the design phase subject to funding availability. Design funding is anticipated in FDOT’s Fiscal Year 2030.

Image shows the purpose and need for a road project: improve system linkage, enhance safety, and emergency response.

A project’s purpose and need provide the basis for developing, considering, evaluating and eliminating project alternatives.

Enhance Emergency Response & Evacuation

Bar graphs showing crash history on Florida’s Turnpike and I-95 from 2018 to 2022, highlighting fatalities and costs.

Improvements to the study area are needed to enhance safety. Between the years 2018 and 2022, there were almost 1,300 crashes along Florida’s Turnpike between Indiantown Road and Martin Highway, resulting in 294 injuries and four fatalities. There were almost 2,650 crashes along I-95 between Indiantown Road and the I-95 overpass of the Turnpike, resulting in 759 injuries and 18 fatalities. These crashes equate to an economic cost of 482 million dollars. If nothing is done, increased congestion will lead to an increase in crashes.

Map showing traffic reductions from new connection interchange in Florida, projected to handle 26,400 vehicles daily by 2050.

A new interchange connecting Florida’s Turnpike to I-95 in the area of Bridge Road is anticipated to support 26,400 vehicles per day by 2050. This will reduce the crossover traffic at the Indiantown Road, Martin Highway and High Meadow Avenue interchanges.

2050 Traffic Conditions

New Direct Connection Interchange

  • 26,400 vehicles per day (vpd) by 2050

Indiantown Road Interchange

  • Crossover traffic removed: 15,600 vpd

  • 37% decrease at Turnpike interchange

  • 16% decrease at I-95 interchange

Martin Highway Interchange

  • Crossover traffic removed: 3,200 vpd

  • 8% decrease at Turnpike interchange

High Meadow Avenue Interchange

  • Crossover traffic removed: 2,600 vpd

  • 10% decrease at I-95 interchange

  • 9% decrease along High Meadow Avenue

Evaluation matrix for Florida's Turnpike and I-95 interchange project, showing criteria and impacts of alternatives.

An evaluation matrix was prepared to compare the preferred Build and No-Build alternative. The evaluation involved a combination of both comparative qualitative and quantitative analyses.
