Florida’s Turnpike Enterprise, part of the Florida Department of Transportation (FDOT), is proposing improvements at the Orlando South Interchange located at Florida’s Turnpike (SR 91) and the Beachline Expressway (SR 528), including a new SR 528 westbound off-ramp in Orange County. These improvements aim to enhance connectivity between Florida’s Turnpike, SR 528, and the surrounding surface street system, while also improving operations and reducing congestion.
Florida’s Turnpike Enterprise completed a Project Development and Environment (PD&E) Study (FPID 438547‑1) evaluating potential improvements to the complex Interchange between Florida’s Turnpike (SR 91), the Beachline Expressway (SR 528), and adjacent surface streets. This study, finalized in May 2021, included analysis of the Orlando South Interchange.
As part of the current project efforts, the PD&E Study is undergoing a reevaluation. Not all improvements identified in the PD&E Study will be designed or constructed as a single project. The present effort focuses on addressing immediate operational needs. Additional projects needed to implement the remaining PD&E improvements are not currently funded for design, right‑of‑way acquisition, or construction in FDOT’s five‑year work program.
PD&E Study Reevaluation
Truck Parking at Beachline Milepost 5.5 (FPID 444979‑3)
The PD&E Study Reevaluation currently underway includes identifying a location for tractor‑trailer parking just north of the proposed SR 528 westbound off‑ramp to La Quinta Drive, which may be constructed in a future project.
New Beachline Expressway (SR 528) Interchange at La Quinta Drive – Westbound Only (FPID 444979‑1)
- Constructing a new exit ramp from SR 528 westbound to the existing roundabout at the end of La Quinta Drive
- Providing an additional westbound lane on La Quinta Drive
Following the PD&E Study and its ongoing reevaluation, the project has advanced into the Design phase, the third step of FDOT’s project development process. During this phase, construction plans, specifications, and final estimates required to build the project are prepared.
