Introduction
Florida’s Turnpike Enterprise, part of the Florida Department of Transportation (FDOT), is designing a new interchange at Taft Vineland Road and Florida’s Turnpike in Orange County, Florida.
Design is the third phase of the FDOT project development process. Construction plans, specifications, and final estimates to build the project are developed during the design phase.

This project will build ramps to access Florida’s Turnpike to and from the south. The three ramps constructed as part of this project will be the Florida’s Turnpike Northbound off-ramp to Taft Vineland Road, the Taft Vineland Road Southern on-ramp to Florida’s Turnpike, and the Taft Vineland Road Southern on-ramp to Florida’s Turnpike from the new Turnpike Tandem truck parking lot.
The new interchange will:
- Enhance connectivity
- Address existing and future traffic needs
- Enhance access for emergency responders and during hurricane evacuations
The new Florida’s Turnpike Northbound off-ramp connection tying the intersection of Taft Vineland Road and Bachman Road will be signalized.
The project will also widen Taft Vineland Road from two lanes to four lanes from Oak Crossing Road to east of Bachman Road. This project will tie into a widening project designed by Orange County (FPID 444980-2, Capital Improvements Project Number 3037).
The project will widen Taft Vineland Road from approximately 1000 feet west of Orange Blossom Trail to Oak Crossing Road from two to four lanes. The new ramps and the widening of Taft Vineland Road (designed by Orange County) will be built together as one construction project. No tolls will be collected on the three new ramps being built with this project.
Noise Studies were performed in the Project Development and Environment (PD&E) Study. A re-evaluation occurs if there is a major change in the design of the roadway.
Project Background
Florida’s Turnpike Enterprise completed a Project Development and Environment (PD&E) Study (FPID 438547-1) that evaluated improvements to the complex interchange between Florida’s Turnpike (SR 91) and Beachline Expressway (SR 528), and the surface street systems. This PD&E study was completed in May 2021. The proposed Taft Vineland Road interchange was included in that PD&E Study.
Project Area

Environment
As part of the PD&E Study finalized in 2021, potential impacts to the environment were considered and measured to minimize and mitigate these impacts. These were incorporated into the project. Based on the recommended design, it was determined that there are impacts to wetlands in the project area. As the design phase continues, these impacts and any new impacts associated with the project will be identified and addressed through the permitting process with the appropriate resource agency.
