Introduction
Florida’s Turnpike Enterprise, part of the Florida Department of Transportation (FDOT), is planning to widen Florida’s Turnpike Mainline/SR 91 from O’Brien Road (Milepost 285.8) to the US 27 North interchange (Milepost 289.3) from a four-lane divided expressway to an eight-lane divided expressway. This project will provide additional capacity to meet future traffic demand in 2045, improve emergency evacuation times, and improve safety within the corridor.
This project is currently in the Design phase,the third phase of the FDOT project development process. Construction plans, specifications, and final estimates to build a project are developed during this phase. The design and construction will provide eight (8), 12-foot travel lanes (four in each direction) with 12-foot shoulders and a 26-foot median with a barrier wall.
The improvements for the project include:
- Widening the existing roadway to eight (8) lanes between O’Brien Road and the US 27 North Interchange
- Improvements to the US 27 North interchange
- Reconstructing Turnpike bridges and the bridges over the Turnpike
- installing new Electronic Toll Collection (ETC) gantries
Other improvements include drainage culvert extensions, Intelligent Traffic Systems (ITS), retaining walls, drainage, signing and pavement marking, signalization, and lighting.
The existing maintained right of way varies but is generally 300 feet wide and expands at the US 27 North interchange to accommodate ramps. Right of way acquisition for stormwater facilities and the O’Brien Road overpass bridge is anticipated.
The O’Brien Road to US 27 North interchange design restarted in early 2023 and is ongoing. The construction letting is anticipated in September 2025
Noise Studies are performed in both the Project Development and Environment (PD&E) Study phase and the Design phase, and re–evaluated if there is a major change in design to the roadway.

Project Background
The study segment is located in Lake County in the northern portion of the Florida’s Turnpike System that links Orlando to Leesburg in the Central Florida region and northward through Florida to I-75 at the Florida’s Turnpike northern terminus. Together, The Enterprise is coordinating with FDOT District Five, Lake County and local public officials to provide needed capacity along Florida’s Turnpike.

This widening project is consistent with the Project Development and Environment (PD&E) study for the widening of Florida’s Turnpike Mainline/SR 91 from SR 50/Clermont to I-75 (FPID # 423375-1). Approval of this study is documented in the State Environmental Impact Report (SEIR) that was completed in July of 2016.
