Introduction
Florida’s Turnpike Enterprise, part of the Florida Department of Transportation (FDOT), is widening Florida’s Turnpike (SR 91) from South of Atlantic Blvd (SR 814) to North of Sample Rd (SR 834). The widening will increase the number of total lanes from six (6) to eight (8). The project improves operational improvements at the Sample Rd interchange and the Atlantic Blvd interchange.

Design is the third phase of the FDOT project development process. Construction plans, specifications, and final estimates to build the project are developed during the design phase.
The project includes the following improvements at the Sample Rd and Atlantic Blvd interchanges:
Sample Rd Interchange Improvements
- A new northbound on-ramp from Sample Road eastbound to Florida’s Turnpike
- A new southbound on-ramp from Sample Road to Florida’s Turnpike
- A new southbound off-ramp from Florida’s Turnpike to Sample Road
- A new signal on Sample Road to help better manage traffic headed to Tradewinds Park and the surrounding communities
- Two (2) new tolling sites on the ramps
- Conducting additional analysis needed to finalize the design
Atlantic Blvd Interchange Improvements
- Widen the northbound off-ramp from Florida’s Turnpike to Atlantic Blvd
Project Background
Florida’s Turnpike Enterprise completed a Project Development and Environment (PD&E) Study that evaluated interchange alternatives for various areas and Florida’s Turnpike. The PD&E study (FPID 442212-1) was completed in 2024 and included an assessment of the widening of Florida’s Turnpike from south of I-595 to Wiles Road. This section from South of Atlantic Blvd to North of Sample Road was included in that PD&E Study.
Noise Studies
The interchange improvements will enhance safety, accommodate existing and future traffic needs, improve travel times and reliability, and enhance access for emergency responders and emergency evacuations. Noise walls will be built in qualifying areas per Federal and State Guidelines.
Noise Studies are performed in the Project Development and Environment (PD&E) Study phase and re-evaluated during the Design phases for any changes in design to the roadway plan.

Project Area

Environment
As part of the PD&E Study finalized in 2024, potential impacts to the environment were evaluated to avoid, minimize and mitigate any impacts and were documented for this study. Based on the recommended design, there are potential impacts to other surface waters and or wetlands. As the design phase continues, these impacts and any new impacts associated with the project, including any to listed species or other wildlife, will be identified and addressed through the permitting process with the appropriate resource agencies. A re-evaluation will be prepared to document design phase environmental findings.

The Enterprise is at the forefront of planning for a safer, more efficient, and technologically advanced transportation system for the future. The Enterprise continually seeks opportunities to integrate emerging transportation technologies that can help reduce congestion, create mobility choices, minimize environmental impacts and improve safety. The Enterprise also recognizes that connected and automated vehicle (CAV) technologies hold unprecedented opportunities for enhancing mobility and increasing safety on our roadways.
