The PD&E study is the second phase of the FDOT project development process. Each PD&E study requires the combined efforts of professional engineers, planners and scientists, who collect and analyze project-related information to determine social, economic, physical and environmental impacts. Afterward they develop the best solution for a community’s transportation needs.

Noise Studies are performed in the PD&E phase and the Design phase, and re-evaluated if there is a major change in design to the roadway.

Project Background

The Central Polk Parkway PD&E study started in fall 2018 and is ongoing. The study team is developing and evaluating alternatives to address future traffic needs and provide long-term options for moving people and goods while minimizing impacts. Key study activities include:

  • Data Collection
  • Traffic Forecasts
  • Alternatives Development
  • Engineering Analysis
  • Environmental Analysis
  • Public Outreach / Agency Coordination

 

An adjacent segment of Central Polk Parkway from Polk Parkway (SR 570) to US 17 (SR 35) is currently in the design phase.

 

The proposed Central Polk Parkway would provide benefits to the community such as:

  • Better options for moving people and goods and less congestion on existing roadways
  • An additional access route to I-4 and SR 60 for travelers and truck traffic in the region
  • Less commercial vehicle traffic through Bartow

 

Key considerations for the study include:

  • Avoiding or minimizing impacts to environmental resources
  • Keeping connections to existing property owners and communities
  • Coordinating with the Bartow Municipal Airport and the Federal Aviation Administration (FAA) to avoid interfering with operations at the airport

Study Area

The study limits are from US 17 (SR 35) to SR 60 in Polk County, Florida. The study team is evaluating alignments within the study area shown in the project location map below.

Environment

The natural environment is a critical foundation of the region’s economy and quality of life. Access to high-quality rivers, parks, forests, and preserves is an important draw for residents and visitors.

FDOT will work collaboratively with its environmental partners to ensure that as new transportation corridors are considered, they are located in places that would not sever important connections in natural systems, or that they are designed to allow wildlife to safely pass.

Innovation

FTE is at the forefront of planning for a safer, more efficient, and technologically advanced transportation system for the future. FTE continually seeks opportunities to integrate emerging transportation technologies that can help reduce congestion, create mobility choices, minimize environmental impacts and improve safety. FTE also recognizes that connected and automated vehicle (CAV) technologies hold unprecedented opportunities for enhancing mobility and increasing safety on our roadways.

Schedule

The Central Polk Parkway PD&E study began in fall 2018 and is anticipated to be completed by winter 2020.

A Public Information Meeting was held on June 18, 2019. (See the Documents section below for meeting materials.) This was a joint meeting to share the progress for this study as well as for the ongoing Central Polk Parkway design project from Polk Parkway (SR 570) to US 17 (SR 35). Separate Public Hearings for each Central Polk Parkway project are planned.  The Public Hearing for this PD&E Study is tentatively scheduled for winter 2021.
