Introduction

Florida’s Turnpike Enterprise, part of the Florida Department of Transportation (FDOT), is conducting a Project Development & Environment (PD&E) Study to widen the Suncoast Parkway/SR 589 from south of Van Dyke Road to SR 52 in Hillsborough and Pasco Counties. As part of the study, all existing interchanges within the project limits and the need for a new interchange will be evaluated.

The PD&E study is the second phase of the FDOT project development process. Each PD&E study requires the combined efforts of professional engineers, planners, and scientists to collect data, develop and evaluate alternatives, conduct studies, prepare reports, and gather input from the public, applicable agencies, and interested parties. The goal of the PD&E process is to develop the best solution which meets the transportation needs and offers the greatest benefit with the least impact.

Key considerations for the study include:

  • Enhancing safety
  • Increasing capacity along the Suncoast Parkway to accommodate traffic volumes in the year 2050
  • Improving travel times and reliability
  • Improving emergency response times and evacuation
  • Enhancing West Central Florida’s economic viability
  • Avoiding or minimizing impacts to environmental resources

Noise Studies will be performed as part of this PD&E study. During the Design Phase, final noise wall locations will be determined.

Project Background

Suncoast Parkway/SR 589 is a four lane (two lanes in each direction), limited access facility. Florida’s Turnpike Enterprise has identified the need to widen this portion of Suncoast Parkway to enhance safety, accommodate the forecasted traffic volumes generated from the anticipated growth in Hillsborough and Pasco Counties, and improve emergency and evacuation response times for the year 2050.

The PD&E Study is evaluating widening the Suncoast Parkway/SR 589 to eight lanes (four in each direction) from south of Van Dyke Road to SR 54 and six lanes (three in each direction) from SR 54 to SR 52. The widening will extend for approximately 16 miles from mileposts (MP) 13 to 29. The improvements to this section of Suncoast Parkway will be designed with the goal of utilizing the existing right-of-way where feasible.

The project also includes evaluation of the overall corridor in conjunction with trail optimization, and improvements and modifications to the existing interchanges within the project limits. These interchanges include:

  • Veterans Expressway/SR 568
  • Van Dyke Road
  • Lutz Lake Fern Road
  • SR 54
  • Ridge Road
  • SR 52

A new interchange location is being evaluated at the planned Rangeland Blvd to improve mobility in the area and relieve congestion at SR 54.

The No-Build (No Action) alternative is also being analyzed and compared against the Build Alternatives

Study Area

The study limits are along the Suncoast Parkway/SR 589 from south of Van Dyke Road to SR 52 in Pasco and Hillsborough Counties, Florida. A study area map is provided below.

Environment

The natural environment is a critical foundation of the region’s economy and quality of life. The study area is surrounded by residential, commercial, and recreational land uses. No significant impacts are anticipated to pristine natural areas, public parks, or preserves.

The project’s potential effect on social, cultural, natural, and physical resources will be identified, along with potential mitigation measures. A State Environmental Impact Report (SEIR) is the expected level of environmental documentation for this project.

The Enterprise is at the forefront of planning for a safer, more efficient, and technologically advanced transportation system for the future. The Enterprise continually seeks opportunities to integrate emerging transportation technologies that can help reduce congestion, create mobility choices, minimize environmental impacts, and improve safety. The Enterprise also recognizes that connected and automated vehicle (CAV) technologies hold unprecedented opportunities for enhancing mobility and increasing safety on our roadways.
